Arne Duncan doesn't follow the law because he believes he IS the law.

It wasn't such a happy Friday the 13th for Washoe County School district:

As a precautionary action after the Spanish Springs incident, school district police issued a district-wide sweep of suspicious items on campuses. Moments later, administrators at Reed High School found an unattended backpack and called a code yellow lockdown to investigate. Members of the regional consolidated bomb squad, who were at Spanish Springs moments before, determined there was no threat and the code yellow was lifted after 11 a.m. at Reed High.
